Does the vendor sell a generally available platform whose SOLD UNIT is a remotely hosted developer workspace that is (a) defined as code, (b) inhabited interactively by a human engineer, and (c) governed for a whole engineering organization by an administrative control plane? AI coding agents running inside that same governed workspace are scored as a capability, never used as a membership gate. Local/client-only provisioners, execution-sandbox APIs, editors and agents, deploy/preview environments, developer portals, generic VDI and vendor-metadata-scoped IDEs are out.
