- Small estates
- For organizations operating only a few clusters, the operational and cost overhead of a hub cluster and an additional orchestration layer may outweigh the benefits.
- If a GitOps-first deployment model is the primary requirement
- If the core requirement is Git-driven, consistent deployments from repositories across clusters, dedicated GitOps tooling (Argo CD, Flux, or Rancher Fleet) may be more directly aligned with that workflow.
- Multi-tenant identity constraints
- If clusters are split across multiple Entra ID tenants and consolidation is not feasible, Fleet Manager’s tenancy requirement for adding clusters can be a blocker.
- Non-AKS or multi-cloud scenarios where Azure Arc is not an acceptable dependency
- If organizations cannot use Azure Arc or prefer a different anchoring mechanism, alternative solutions (Rancher, Red Hat ACM, or GitOps-based approaches) may be preferable.
- Requirement for extensive third-party validation specific to the product
- If procurement requires abundant independent third-party reviews that are specific to Fleet Manager (rather than AKS generally), the current public review footprint for Fleet Manager may be limited and could slow evaluation.
- Publicly acknowledged limitations
- Documentation and the FAQ link to a public roadmap; prospective buyers should consult the current roadmap and release notes for feature timelines.
- Azure Arc integration for some hybrid scenarios has been referenced as a technology that moved through preview stages; support levels and SLAs should be confirmed for production use.
- Architectural and operational limitations
- Hub cluster dependency
- The Fleet resource being free to provision does not eliminate the operational requirement and infrastructure cost of an always-on hub AKS cluster.
- Identity/tenant constraint
- Requirement that clusters belong to subscriptions in the same Microsoft Entra ID tenant can limit cross-tenant multi-cluster management.
- API and integration constraints to validate
- Buyers should validate:
- CI/CD integration patterns with their preferred tools (Azure DevOps, GitHub Actions, Argo CD, etc.).
- Observability integrations (Azure Monitor and third-party monitoring tools).
- Policy management approach and how it maps to existing OPA/Gatekeeper or Azure Policy implementations.
