01Common complaints

1. Organizations actively exiting the mainframe: if the strategy is rehosting to distributed or cloud platforms, investing heavily in z/OS compiler capabilities may not align with the roadmap. 2. Organizations requiring simple, transparent SaaS-style pricing: IBM Z pricing and contract structures can be difficult to forecast without licensing expertise. 3. Organizations whose primary need is a modern developer experience rather than compilation: IDE and toolchain investments (for example, Micro Focus/OpenText tooling or IBM Developer for z/OS) may deliver higher short-term ROI than focusing solely on the compiler. 4. Organizations expecting AI code translation to be a full modernization substitute: translation alone does not address platform and operational complexity.

Deal disqualifiers (poor fit)

Teams without mainframe access or skills who need rapid, low-friction development environments
Organizations committed to retiring IBM Z within a short timeframe (for example, within a few years)

Vendor-acknowledged lifecycle constraints

Older compiler versions have been withdrawn from service (for example, version 4.2), which can create upgrade urgency for lagging estates.

Ecosystem constraints (commonly reported)

Difficulty of acquiring z/OS environment access and learning friction for new developers.

Roadmap visibility

IBM publishes "what's new" and version-specific documentation (for example, 6.4 and 6.5 licensed program specifications). Forward-looking roadmaps and specific release dates are not always publicly detailed.

02Why they buy

Advantages supported by available evidence

IBM Z native alignment: IBM provides compiler releases and documentation that align with IBM Z hardware and operational environments.
Upgrade tooling: IBM provides an Upgrade Advisor (with a VS Code interface) and other analysis tools to assist with upgrades to newer COBOL versions.
Modernization-in-place features: recent compiler versions include support for JSON handling, UTF-8, AMODE 64, and related interoperability features.

Areas where competitors can have advantages

Off-platform modernization: cloud modernization vendors provide alternative cost and operating models.
Developer tooling and onboarding: third-party IDE and tooling vendors may provide faster onboarding and cross-platform dev/test experiences depending on organizational needs.

03Field reports

Review platform coverage reality

Major review sites rarely have standalone review pages for IBM Enterprise COBOL for z/OS as a specific product. Reviews are more commonly found for the IBM Z platform or adjacent products such as z/OS and Db2. - G2: reviews for IBM Z as a platform rather than for the COBOL compiler specifically. - TrustRadius: reviews for IBM Z and z/OS rather than the compiler specifically. - Gartner Peer Insights: a direct compiler product page was not located in the reviewed results; related pages cover Db2 for z/OS and other adjacent products.

Positive sentiment (what users like)

From IBM Z platform reviews (used as a proxy signal for COBOL-on-Z environments), recurring positives include:

Reliability and scalability for mission-critical workloads
Fit for large-scale, continuous operation

Negative sentiment / complaints (common themes)

From community threads and the mainframe ecosystem experience:

High barrier to entry for learning and hands-on practice due to limited personal access to z/OS environments
Ecosystem complexity: COBOL workload operation commonly involves JCL, dataset/file systems, CICS/IMS, Db2/VSAM, and operational tooling
Licensing complexity: IBM Z software pricing models can be difficult to reason about without specialist licensing expertise

Why organizations choose IBM’s compiler (inferred)

For production COBOL workloads on z/OS, IBM’s compiler is commonly used for compatibility and performance tuning on IBM Z.
IBM provides regular fixes and documents performance and CPU optimization techniques.

Why some organizations choose alternatives (inferred)

Platform exit or workload migration to rehosting or cloud modernization tools for cost, operational model, or skills reasons
Programs pursuing translation or refactoring (for example, COBOL to Java) as part of a broader modernization strategy

Vendor/partner-published customer evidence

IBM publishes vendor-sponsored customer material, including TechValidate-style assets. Critical evaluation: - Vendor-sponsored case material can provide directional evidence but may not disclose full methodology, sample bias, or distribution of outcomes. - For performance or CPU savings claims, buyers should request details such as baseline compiler version and options, workload mix, measurement windows, and whether improvements result from code changes or compiler/runtime changes.

Version upgrade rationale as quasi-case evidence

IBM community material and documentation encourage upgrades to newer compilers for features and hardware exploitation. These materials are not independent studies and rarely quantify migration costs and testing effort.
