| Starting Price | Not publicly listed | Not published as a single list price (varies by services/agreements) | Not published as a single list price (service-dependent) |
| Typical Customers | Organizations seeking sovereignty controls across mixed infrastructure and partner-operated deployments; emphasis on architectural controls and audit evidence | Organizations standardized on Microsoft technology stacks that need sovereign variants for Azure, M365, and associated services | Organizations using Google Cloud that want partner-operated sovereign controls for defined supported services |
| Key Strength | Architectural approach that emphasizes implementing sovereignty as an operational control across hybrid environments; includes identity/keys/log collection in the scope described by vendor materials | Broad integrated suite (Azure, M365, security, and productivity) with sovereign variants and ecosystem breadth | Cloud-native service catalog with partner models for regionally constrained or partner-operated sovereign controls |
| Key Weakness | Pre-GA at time of research; limited independent validation and few public user reviews; pricing and packaging unclear | Sovereign offerings may be tightly coupled to Microsoft ecosystem choices; suitability depends on customer standardization on Microsoft products | Sovereign scope is limited to supported Google services and partner coverage, which varies by region |
IBM describes Sovereign Core as enforcing sovereignty through architectural controls and runtime governance rather than relying solely on contractual terms. Hyperscaler approaches typically emphasize broad service catalogs with region- or tenant-level sovereign options, which can be attractive to customers already standardized on a hyperscaler.
Competitors may be preferable when a buyer requires a broad managed-service catalog or an integrated productivity suite with sovereign variants. IBM’s model may be relevant where customers need an architectural foundation to retain operational control, evidence collection, and to run workloads across multiple types of infrastructure.
