Looker is an enterprise business intelligence (BI) and analytics platform that centers on a semantic modeling layer (LookML) which defines consistent business metrics and data relationships once and reuses them across reports, dashboards, embedded analytics, and ad-hoc exploration. In practice, Looker is commonly positioned as a governed self-service BI tool that sits on top of a SQL data warehouse/lakehouse (BigQuery, Snowflake, Redshift, etc.) and generates queries dynamically.
Looker is available as Looker (Google Cloud core) (provisioned and managed from the Google Cloud console) and is related to, but separate from, Looker Studio, which is a lighter-weight reporting/dashboard tool.
