Google Tag Manager (GTM) is a tag management system (TMS) that enables teams to deploy and manage website and mobile app tags (analytics, advertising pixels, conversion tracking, marketing optimization, etc.) through a web UI rather than repeated code releases. Google positions GTM as a mechanism to shorten deployment cycles, reduce engineering involvement for routine instrumentation changes, and provide governance through versioning and preview/debug workflows.
Google also offers Server-side Tagging using a server-side container that processes measurement requests on an owned endpoint (commonly hosted on Google Cloud). Server-side tagging reduces client-side script load and provides additional controls over data flows by moving some tag logic off the browser. Note: server-side GTM still requires careful privacy design; it is not inherently cookie-less or consent-free.
Key capabilities documented in official materials include tag organization, version control, support for multiple tag types (Google and third-party), community-developed tag templates, collaboration features, security-related configuration options, and APIs for automation.
