1) Organizations seeking a standalone AI assistant for identity security
- Harbor Pilot is embedded within ISC and is not available as a standalone product. Organizations not procuring ISC will not be able to obtain Harbor Pilot independently.
2) Primarily Microsoft-centric environments with simpler governance needs
- For organizations whose requirements focus mainly on access reviews, entitlement management, and lifecycle workflows within Microsoft 365/Azure, Microsoft Entra ID Governance may provide faster time-to-value and clearer list pricing.
3) Environments constrained by data residency and region support
- Harbor Pilot depends on the availability of AWS Bedrock in the tenant region. If the tenant must reside in an unsupported region, Harbor Pilot may be unavailable.
4) Organizations unable to fund services-heavy implementations
- If the organization is highly cost-sensitive and lacks internal identity engineering capacity, deployment success may require partner or expert services that increase total program cost.
5) Use cases requiring maximum determinism for regulated workflows
- Harbor Pilot can produce variable outputs. For strictly deterministic, fully auditable regulated workflows, Harbor Pilot should be treated as an assisted tool rather than the primary execution path without additional controls.
